What is SEBA?

The Social-Emotional and Behavioral Assessment (SEBA) model is an assessment and decision-making framework. SEBA fits within multi-tiered system of support (MTSS), providing a model by which evidence-based assessment guides the implementation of evidence-based interventions. SEBA is designed to provide the structure and guidance to support better assessment and thus more effective intervention within MTSS models. SEBA includes three different types of assessment that support intervention at each MTSS tier:

Universal screening is used to identify students who are unresponsive to Tier 1 supports and thus at-risk for social-emotional and behavioral concerns. These students are considered to require Tier 2 or 3 intervention.

​​Problem analysis is conducted with at-risk students to identify their needs and determine which Tier 2 or 3 interventions are most appropriate. Problem analysis includes strategies like skills assessment (which informs instructional interventions) and functional assessment (which informs contingency management interventions).
